The OPTITEC Competitivity Cluster has an ambitious outreach policy at European and international level, with
- An active role within national networks

- POPsud is a member of the Comité National d’Optique Photonique (CNO: French national optics and photonics committee), that groups all the regional optics clusters and professional associations
- POPsud has driven the development of an Alliance of French photonics competitivity clusters (OPTITEC, Route des Lasers and ELOPSYS), with the signature of a cooperation convention on 25 June 2009
- A stronger presence within Europe
- a leading role in European programmes: Réseau Optique Méditerranéen (INTERREG programme) and European Network of Optical Clusters (INNOVA programme)
- a more active role in relation to European R&D organisations : Photonics 21 platform, Photonics Unit of the European Commission
- support for members for the submission of European R&D projects
- targeted collaboration with the main European clusters: Germany, Great Britain, Spain
- A strategy of targeted alliances at international level, in particular with
- European countries : Germany, Great Britain, Italy, Spain
- North America : Boston (conventions with MIT and the Boston Photonic Center) ; Canada : partnership with the Réseau Photonique du Québec
- Brazil : Collaboration with the State of Sao Paulo
- Africa : Maghreb countries, Burkina-Faso
